3　Basic Requirements

3.0.1　The construction contractor for the mechanical equipment installation of ironmaking system shall have corresponding project construction qualifications，and shall also contract projects in their allowable credential ranges.

3.0.2　The construction site shall have such technical documents as corresponding construction technical standards and approved construction management plan，method statement，operation design or instructions.Moreover，a technical disclosure shall be conducted.

3.0.3　When compiling the construction management plan，the construction contractor for the mechanical equipment installation of ironmaking system shall separately compile special technical measure documents or special construction plan for divisional and sub-divisional works having complicated installation conditions，poor installation conditions and higher risks according to the characteristics of blast furnace works and in combination with the specific conditions of the installation site.

3.0.4　Special type operators of such construction systems as gas cutting and welding，and electric welders，professional electricians in the construction site and lifting operators participating in the mechanical equipment installation of ironmaking system shall have professional safe operation training，and shall not work at their positions unless they obtain corresponding qualifications for special operations.

3.0.5　The self-examination and of joint examination of drawings shall be conducted and design disclosure shall be conducted before construction；moreover，there shall be record or summary.Modification of the construction drawings shall get the design alteration notification or technical verification certificate of the design organization.

3.0.6　Measuring instruments which are qualified upon measurement inspection and calibration shall be used for the mechanical equipment installation of ironmaking system.Moreover，the precision of the instruments shall meet the requirements of the installation quality standard.

3.0.7　Relevant disciplines and types of work for the mechanical equipment installation of ironmaking system shall mutually check and hand over，and shall form records.The working procedures of the discipline of one's own shall control the working procedures according to the construction technical standards.After completion of each working procedure，the discipline shall conduct self-check，special check and supervision check，and form records.The unchecked and unproved working procedure must not be handed over to the next working procedure.

3.0.8　For other concealed works such as blower and residual pressure turbine in the mechanical equipment project of ironmaking system，the construction contractor shall notify relevant organizations to check and accept after they are qualified upon check.Moreover，check and acceptance documents shall be formed.

3.0.9　The safety protection devices of general mechanical equipment shall meet the requirements of the design documents.Devices requiring commissioning during test run shall be commissioned during the test run and the functions of the devices shall meet the requirements of the design documents.

3.0.10　The mechanical equipment before installation shall be in accordance with the following requirements:

1　Equipment foundations and relevant plants shall have been finished；foundations，terraces and channels relevant to the installation work shall have been basically finished；relevant residual building materials and sundries in/near the installation construction site shall be cleaned/removed；temporary facilities，roads for transportation，water，electricity，steam，compressed air as well as lighting and firefighting facilities shall meet the requirements of equipment installation.

2　The labor force and major materials，tools，machines and instruments shall be sufficiently prepared and shall be arranged and configured rationally.

3　The construction machinery shall be deployed and mobilization of large cranes shall be organized according to the construction management plan；moreover，preparation for lifting shall be made.

3.0.11　Protection measures shall be taken while installing and lifting the equipment to prevent the equipment from damage.There shall be finished product protection measures after the equipment is installed.

3.0.12　Before the commissioning of the equipment，the following conditions shall be provided:

1　The sub-divisional works of the equipment and system participating in commissioning shall be completely installed，the equipment base shall be finally fixed according to the design document and shall be qualified upon check；meanwhile，secondary grouting shall be completed.

2　Hydraulic，lubricating，water，gas（steam），electric（instrument）control systems and accessory devices shall be completely installed and inspected，and shall meet the requirements of the design document.

3　Tools，machines，inspection instruments and safety protection facilities shall be completely configured and shall meet the requirements of commissioning.

4　The motion parts shall be filled by lubricating oil and the variety，specification and quantity thereof shall meet the requirements of the design document.

5　The equipment in commissioning and the residuals surrounding the equipment shall be cleaned clearly.Operations having dust or operations having noiselarger than 55dB at night and larger than 85dB in the daytime near the equipment shall be forbidden.

6　Alerting and warning devices shall be equipped.When necessary，isolation measures shall be taken.
