From “Prior to Carry and Try” To “Pilot Demonstration”： New Missions of Shenzhen Special Economic Zone

Abstract： The proposal of the Opinions of the Central Committee of the Communist Party of China and the State Council on Supporting the Construction of a Socialist Demonstration Pilot Zone with Chinese Characteristics in Shenzhen is an affirmation of Shenzhen's statuses， functions and missions in the 40-year history of China's reform and opening up， a solemn commitment to the new era and new missions of China's most successful special economic zone， and the epochal start of another great practice on China's road. The “Prior to Carry and Try” and the “Pilot Demonstration” are not only logically connected， but also successive in mission. Without the successful practice of the “First Pilot Program”， there would be no new missions of today's “Demonstration Pilot Zone”. The difference between them lies in the difference of functions and missions endowed by the era. The five strategic goals of the Demonstration Pilot Zone have their respective focuses， which complement each other and integrate organically. As a brand-new development concept， high-quality development plays an especially important role in the five strategic goals. High-quality development is not simply economic growth， but a development concept that involves many aspects， such as economy， politics， society， and values. Fundamentally speaking， a society ruled by law， people's well-being， social civilization and sustainable development are not behaviors after economic growth， but a part of social development.
